Where does Fight for Political Process of Ethnic Identities gone?

Author: Prakash Bom, February 28, 2008

Ethnicity of humanity has genetic, environmental, cultural and linguistic existence in the evolution of human developments. Unlike religious and political propaganda that misrepresent humanity ethnicity has its existential values in relation with the human existence. That is to say, that with the ethnicity humanity has developed to this point in evolution. Since the Middle Ages the politics and religion have tried to homogenize diverse ethnicities and attempted to wipe out their identities from the socio-political and economic developments. This is exactly what happened in two hundred and fifty years' Hindu feudal oligarchic regime.

Such things in history when takes place even the most responsible and thoughtful group of people in a contemporary society take the changes for granted without a second thought for honest enquiry. The evidence is relevant with the current political process of Nepal with the Madhesi movements. Even the international community is puzzled with its development. Yet nation's thoughtful personalities such as civil society members or the indigenous ethnic leaderships or professionals or intellectuals or media are not questioning its act of mass homogeneity in the politics of power. Perhaps they do not care for the identity of the minority indigenous ethnic groups of Terai being wiped out with the setup of the regional autonomy of an autonomous Madhesi state.

What is happening in the current political process that many diverse indigenous ethnic groups of Terai are about to be wiped out in the name of one dominant Hindu ethnic group's mass homogeneity that neighboring northern Indian states have lobbied UDMF leaderships specifically with the weight of Delhi politics. It has been clear what UMDF Madhesi leaderships demand from the sovereign nation; from whom such resources they receive; how they are supporting the agitation; and why are they agitating against the SPA government! In fact, they have taken unnecessary advantage of the situation and have misled the people of Terai and the nation. The demand for an autonomous Madhes with the regional autonomy particularly is the Indian interest for the easy encroachment of the neighboring states with the same homogeneity. It has become obvious from their every new demand that UMDF Madhesi leaderships have made underground deal about how to proceed with on this agenda with the Indian interest.

We are not questioning the Madhesi ethinicity that represents Maithali and Bhojpuri Hindu communities for their identity de-facto. However, we are concern about their representation in the politics of power regarding the entire ethnicities of Terai region. Madhesi (Maithaali and Bhojpuri) ethnic communities of Terai have not been the part of indigenous aboriginal ethnic group of Terai, for example, in the study of Dr. Hark Gurung. One Madhes state for entire Terai clearly is based on politics of propaganda that is vested with the foreign interest. It has, in fact at this point in the movement, misled the ethnic struggle for the ethnic identities in the current political process of Nepal.

The national personalities of responsible citizens of Nepal so called members of the civil society of Nepal are the ones who are terribly mislead with UDMF movement. They have failed with their reasoning and analysis of the situation. Similarly, the elites of Pahadi indigenous ethnic organizations are self-mesmerized with their hope to grab similar power from SPA. This is not how federal structures can bring peace and democracy in Nepal. For any honest thoughtful individual, either observing Madhesi movements from within the nation or abroad can clearly see where it is leading. If the regional autonomy of Terai under the autonomous Madhesi state is created the entire Terai will be disintegrated from the nation to be the part of the greater India for the greater economic budged with easy access for Madhesi elites in very near future. This is the vested greed of UMDF leaderships, of which Upendra Yadav is the chieftain.

Upendra Yadav is the one among UDMF leaderships who objected the government's agreement to fulfill all the demands except for the regional autonomy of an autonomous Madhesi state. It was Upendra Yadav, who has all of a sudden tabled the demand for postponing of upcoming CA elections. It was Upendra Yadav, who manipulated demand for proportional representation of Madhesi in army to Madhesi army for the autonomous Madhesi state, which does not even exist in the states of the United States of America neither in Indian Republic. What is this all about? Clearly, it is the attempt to separate entire Terai from Nepal to be part of the greater India.

Again political leaders like Surya B. Thapa, who boycotted CA elections in support of such demands, as former Prime Minister has been rather pathetically irresponsible. This is how such political development is mesmerizing contemporary political leaderships, members of civil society, professionals, intellectuals, politicians and media. In all this, I have appreciated SPA leaderships and Prime Minister Girja Prasad Koirala for their stand. They have seriously taken the responsibility of the nation to guard its nationhood for all Nepali to exist together. It is time for Prime Minister to speak truth about UDMF demands.

Ethnic demand for the constitutional provisions, which guarantees the establishment of federal democratic republic with the federal states on the basis of regional and historical background of ethnicity and linguistics with the right to self-determination are the most reasonable demands that nation has to accomplish provided within all federal states the local government units are formed with the right to self-determination of resident electorates of the constituencies that make an unit of a local government without central or state supremacy. This gives clear guideline for the restructuring of the nation with the federal governance system under the new constitution.

However, the demand of full proportional representation electoral system for CA elections based on population at this point is not viable, but this must be the electoral system for all federal states and local units to implement in all future elections of the nation under the new constitution. It is obnoxious not be reasonable for the most practical purpose in the democratic process. It is also not advantageous to be too greedy with the obsession of the past.

It seems as if ethnic leaderships have no faith in democracy that once it is institutionalized can never close its door for the change. If ethnic movements continue with such stubborn agitation their demand for restructuring the state with the federal governance system on the basis of regional and historical background might lose its appropriations. It is clear that the demand for regional autonomy of an autonomous Madhesi state has no such criteria for grabbing power of entire Terai. Therefore, it is better for the rest of the ethnic movements to refrain from such anti-nationhood demands, if none can convince UDMF leaderships.

Now time has come for all of us to unite and defend nation from the vested interest of UDMF in collaboration with the Indian interest of encroachment. Perhaps in the history of Nepal this is the most difficult time we all have for our nation to process democracy. Our biggest challenge is to accomplish CA elections for drafting nation's democratic constitution. We all should have hope and respect instead of despair and hatred to resolve our differences after CA elections. It is a question of faith more than doubt in democracy that after the successful accomplishment of CA elections we can start building our nation mutually with equal share. But we must not back off and get swept off from our primary responsibility towards our nation – defend our nationhood and establish peace and democracy.
